Growing Debate Over Early Wage Access Apps

When you were young, if you ever tried to get your allowance on a Tuesday (because there’s a massive sale on video games) even though you don’t officially get it until Friday, then you understand what’s happening in Michigan. Earned Wage Access (EWA) apps are smartphone tools that let workers unlock the money they’ve already earned before their actual payday arrives. It sounds like a financial genie, but some are worried these apps are actually secret financial vampires waiting to suck the life out of a worker's bank account.

Here are Five Fast Facts about early access pay apps in Michigan:

  1. 🧹 Sweeping Trend - Nationally, EWA apps have skyrocketed tenfold, from $3.2 billion in 2018 to almost $32 billion in 2022! Looks like there's some serious FOMO here, though Michigan already has hundreds of companies using it.
  1. 🤔 Let's Be Reasonable - The proposed legislation would put some limits on the wild west of EWA, requiring companies to be licensed, buy a $50k surety bond, and limit the fees they can charge. Apparently “free money early” sometimes comes with not-so-free strings attached.
  1. 👍 Good Guardrails - Supporters like business and trade groups, and the MI Chamber of Commerce, think it helps keep the ability accessible while protecting workers from being screwed by greedy providers. Thank ya', Sherrrrriff!
  1. ✋ Not So Fast - Critics like consumer advocates and The Center for Responsible Lending say it's a debt trap. There are "land mines" like default tipping, lack of disclosures, and price caps that can encourage workers to burn through their money, leaving them in worse shape than they already were.
  1. 👀 Status Update - The legislation is currently in committee as testimony helps form the final version. It could take a while to listen to all the screeching, but we'll keep an eye on it for you if it comes out for a full vote!

🔥Bottom line: It's a battle playing out in many states around the country right now. Here in Michigan, the legislature is trying to decide if these apps are a life-raft for people who need cash fast or a leaky dinghy that’s eventually going to sink their finances. While the politicians continue their "spirited fight" in the capitol, the main goal is to make sure that when you work hard, you actually get to keep more of your paycheck. It disappearing into a black hole of app fees and "optional" tips doesn't do you much good.
